Be able to install/configure the Android/Chromebook app per device instead of per user like the Windows/Mac roaming clients. That way the app affects all users that log in automatically.

This one’s already built into how Roaming Clients work! Unless a policy is assigned to a user profile via the Sync Tool, the agent applies at the device level. Closing this one out as complete.
